Founded in 1992, the Shanxi Provincial Cerebral Palsy Hospital is affiliated to the provincial Union of Disabled People of China (UDPC) and a para-statal comprehensive unit which brings clinical practice, research, teaching and education under one umbrella. It is also the only research unit in the nation that specializes in the prevention and treatment of infantile cerebral palsy and senile dementia comporting a “highly specialized hospital, departments and staff”.
Remarkable results have been achieved in the treatment of infantile cerebral palsy, mental retardation and other brain disorder diseases, amblyopia, strabismus, auditory disorders, dyskinesia, language disorders, monoplegia, hemiplegia, quadriplegia, paraplegia and facial palsy resulting from cerebral apoplexy, cerebrovascular disease, brain disorder diseases, cerebral and nervous trauma，brain fatigue and senile dementia of various sorts. The treatment protocol entails scalp acupuncture, body acupuncture, point injection therapy, block therapy, physiotherapy, massage therapy, physical rehabilitation therapy, speech therapy, psychotherapy and the administration of medication in both Western and Traditional Chinese Medicine. As a result of many years of diligent work, the scientific research personnel of this institution have accomplished 10 major scientific findings at provincial and ministerial levels successively; been awarded provincial and national Science and Technology Advancement Awards many times; published more than 80 articles in international and domestic Medical Science magazines, more than 30 amongst them recognized and awarded the title outstanding. This has contributed to creative and worthy breakthroughs in the field of medicine.
Under the leadership of the hospital’s director, Dr. Guo Xinzhi, a National Model Laborer and expert on Cerebral Palsy, the hospital has undertaken several key projects notably “The Seventh Five-Year Plan”, “The Eighth Five-Year Plan” and “The Ninth Five-Year Plan” by appointment of the National Health Commission, the National Science Commission and the Shanxi Provincial Science Commission. “The Seventh Five-Year Plan” project: “Pediatric Healthcare” won the National Jinhua (Golden Flower) Award for Science and Technology. “The Eighth Five-Year Plan” project: “Treatment of Infantile Cerebral Palsy Using Traditional Chinese Medicine and Western Medical Techniques” was evaluated by the Shanxi Provincial Science Commission and the Provincial Health Commission in 1990 and was considered internationally recognizable at an advanced level hence being worthy of wide-spread dissemination and application. “The Ninth Five-Year Plan” project: “Standardized Research and Treatment Scheme: Discussion on Treating Cerebral Palsy in Children with the Combination of Traditional Chinese Medicine and Western Medicine” was again evaluated by the above two units and the treatment protocol was considered to be globally pioneering in its approach and won first prize at the Shanxi Provincial Science and Technology Advancement Awards. The project: “Research on the Comprehensive Rehabilitation of Senile Dementia” has been finished and is pending evaluation.
Over 50,000 patients have received treatment in the Shanxi Provincial Cerebral Palsy Rehabilitation Hospital in the disease categories of Cerebral Palsy and Senile Dementia from over 20 countries and regions in the world. 30,000 of these patients have received consistently systematic treatment. Amongst this number, clinical results have shown more than 8,000 reaching socio-normal standards and have been able to receive training and education and are now exercising professions, thus being fully integrated into society. Well over 10,000 are self-reliant and there are others under treatment and rehabilitation. The effective rate has reached well over 97.8% after clinical evaluation and intervention by experts.
In the light of these advances made in medical science, dissemination has been the obvious consequence. The hospitals’ techniques are now being applied in clinical circumstances in more than 21 cities and provinces in China such as Shanghai, Shenyang and Hainan and 18 countries including Japan and America. Over 1,000 articles have been written and published concerning the treatment of infantile Cerebral Palsy and Senile Dementia combining techniques from both Traditional Chinese Medicine and Western Medicine both in China and abroad within the forum of conferences, International Workshops and the training of over 1,000 rehabilitation experts dispatched all over the world. All of this has greatly improved the patients’ psycho-social outlook and perspective, lessened family and societal burdens and made contributions to the improvement of the quality of life.
Professor Guo has received acclaim from the Communist Party and the Central Government many times and has been distinguished National Model Worker. She is a member of the PRCC, National Advanced Worker and is amongst China's Top Ten Women. She is a Government Specially Endorsed Expert, Young Scientist of Shanxi Province, Referral Specialist of Shanxi Province, Medical Expert etc... Moreover, President Hu Jintao and other leaders, such as Jiang Zemin, Zhu Rongji, Li Peng, Wu Yi of the Chinese Communist Party and Government have received her cordially many times. Special honors, such as the cross-centennial pacesetter in scientific research in the province, the Ten Outstanding Young Persons of province, etc.… Her achievement has already been included in “the Who's Who of the World” International Biography Center Talent Bank of 21st Century, etc…and her name is found in more than 20 kinds of authoritative references.
